Michael Hudson : The need for a systemic response by creating a new international economic order

The United States and its allies, especially Ukraine and Israel, together are violating every principle of international law and the laws of war that the United Nations Charter established in 1945, based on centuries of Western civilization’s legal philosophy since the 1648 Treaty of Westphalia.

            The United States is violating the sovereignty of other countries. It is waging an undeclared war – and fighting this war by focusing on bombing civilian targets (ten times as many civilian targets in Iran than military targets), especially hospitals and schools to kill children as its strategy of demoralizing populations that it is attacking.

            All this New Cold War has just made a quantum leap in World War III by attacking Iran’s oil-export capacity and obliging it to defend itself by closing down the U.S.-Israeli allies among the Arab OPEC sheikdoms that have tied their economies closely with the United States and permitted it to use their airfields and air space to attack Iran.

            This is forcing America’s European and Asian allies such as Korea, Japan and Philippines into a great depression. Instead of protecting foreign economies from China, Russia and Iran, the United States is plunging its allies into economic depression. This will force them to close down many of their industries that depend on natural gas and helium, and on imported oil and sulfur. Their fertilizer production – and hence, agricultural crop yields – chemical production and much industry will close down.

            Yet their stock markets were up last night and today, as they are in a state of denial about the need to create a new international trade and financial system – and indeed, a new United Nations and International Court – to protect themselves from the U.S. attempt to weaponize the world’s oil trade under its control, and to regain control of the U.S.-centered financial system so as to be in a position to disrupt foreign trade and payments and impose economic injury on country seeking to assert their own sovereignty and independence – and indeed, their economic survival – from U.S. neo-colonialism.

            Iran has insisted that a new criminal court institution needs to be created to conduct Nuremburg-type trials against U.S. and Israeli violations of international law. This requires creation of new institutions in which the United States does not have veto power to prevent any such self-assertion.

            But the United States has said for over a century that it will not join any international organization in which it does not have veto power. It refuses to let its policy be subject to any control by other nations.

            This demand obliges other nations to create a full-blown system of international law to de-weaponize international trade, finance and diplomacy. There is no solution to the chaos that is about to be created if the United States indeed tries to mount a land attack on Iran and destroy its oil-export capacity and basic infrastructure, leading Iran to follow through on its promised response of closing the entire oil trade of OPEC countries.

            There is no middle ground available, no ceasefire negotiations that can be reached, given the U.S. demand for unconditional surrender of Iran and its sovereignty, and Iran’s insistence that the United States withdraw from its military presence in the Middle East, including its military base in Israel as a country and the U.S. client army of Isis/Al Qaeda Wahabi that is now in control of Syria.

            The fight can only be settled on the battlefield in the Middle East, just as the NATO fight against Russia can only be settled on the battlefield in Ukraine and the Baltic.

Οι Ηνωμένες Πολιτείες και οι σύμμαχοί τους, ιδίως η Ουκρανία και το Ισραήλ, παραβιάζουν από κοινού κάθε αρχή του διεθνούς δικαίου και τους νόμους του πολέμου που ο Χάρτης των Ηνωμένων Εθνών καθιέρωσε το 1945, βασισμένος σε αιώνες νομικής φιλοσοφίας του δυτικού πολιτισμού από τη Συνθήκη της Βεστφαλίας του 1648.

Οι Ηνωμένες Πολιτείες παραβιάζουν την κυριαρχία άλλων χωρών. Διεξάγουν έναν ακήρυχτο πόλεμο - και διεξάγουν αυτόν τον πόλεμο εστιάζοντας στον βομβαρδισμό πολιτικών στόχων (δέκα φορές περισσότερους πολιτικούς στόχους στο Ιράν από στρατιωτικούς στόχους), ιδίως νοσοκομείων και σχολείων για να σκοτώσουν παιδιά, σε σχέση με τη στρατηγική τους για την αποθάρρυνση των πληθυσμών στους οποίους επιτίθενται.

Όλος αυτός ο Νέος Ψυχρός Πόλεμος μόλις έκανε ένα κβαντικό άλμα στον Τρίτο Παγκόσμιο Πόλεμο, επιτιθέμενος στην ικανότητα εξαγωγής πετρελαίου του Ιράν και υποχρεώνοντάς το να αμυνθεί κλείνοντας τους συμμάχους ΗΠΑ-Ισραήλ μεταξύ των αραβικών σεΐχηδων του ΟΠΕΚ που έχουν συνδέσει στενά τις οικονομίες τους με τις Ηνωμένες Πολιτείες και τους επέτρεψαν να χρησιμοποιούν τα αεροδρόμια και τον εναέριο χώρο τους για να επιτεθούν στο Ιράν.

Αυτό αναγκάζει τους Ευρωπαίους και Ασιάτες συμμάχους της Αμερικής, όπως η Κορέα, η Ιαπωνία και οι Φιλιππίνες, να βυθιστούν σε μια μεγάλη ύφεση. Αντί να προστατεύουν τις ξένες οικονομίες από την Κίνα, τη Ρωσία και το Ιράν, οι Ηνωμένες Πολιτείες βυθίζουν τους συμμάχους τους σε οικονομική ύφεση. 

Αυτό θα τις αναγκάσει να κλείσουν πολλές από τις βιομηχανίες τους που εξαρτώνται από το φυσικό αέριο και το ήλιο, καθώς και από το εισαγόμενο πετρέλαιο και θείο. 

Η παραγωγή λιπασμάτων τους - και επομένως, οι αποδόσεις των γεωργικών καλλιεργειών - η παραγωγή χημικών και μεγάλο μέρος της βιομηχανίας θα κλείσουν.

Ωστόσο, οι χρηματιστηριακές αγορές τους ήταν ανοδικές χθες το βράδυ και σήμερα, καθώς βρίσκονται σε κατάσταση άρνησης σχετικά με την ανάγκη δημιουργίας ενός νέου διεθνούς εμπορικού και χρηματοπιστωτικού συστήματος - και μάλιστα, ενός νέου Δικαστηρίου των Ηνωμένων Εθνών και Διεθνούς Δικαστηρίου - για να προστατευτούν από την προσπάθεια των ΗΠΑ να οπλίσουν το παγκόσμιο εμπόριο πετρελαίου υπό τον έλεγχό τους και να ανακτήσουν τον έλεγχο του αμερικανοκεντρικού χρηματοπιστωτικού συστήματος, ώστε να είναι σε θέση να διαταράξουν το εξωτερικό εμπόριο και τις πληρωμές και να επιβάλουν οικονομική ζημία σε χώρες που επιδιώκουν να διεκδικήσουν την κυριαρχία και την ανεξαρτησία τους - και μάλιστα, την οικονομική τους επιβίωση - από τον νεοαποικιισμό των ΗΠΑ. Το Ιράν έχει επιμείνει στην ανάγκη δημιουργίας ενός νέου ποινικού δικαστηρίου για τη διεξαγωγή δικών τύπου Νυρεμβέργης κατά των παραβιάσεων του διεθνούς δικαίου από τις ΗΠΑ και το Ισραήλ. Αυτό απαιτεί τη δημιουργία νέων θεσμών στους οποίους οι Ηνωμένες Πολιτείες δεν έχουν δικαίωμα βέτο για να αποτρέψουν οποιαδήποτε τέτοια αυτοεπιβεβαίωση.

Ωστόσο, οι Ηνωμένες Πολιτείες δηλώνουν εδώ και πάνω από έναν αιώνα ότι δεν θα ενταχθούν σε κανέναν διεθνή οργανισμό στον οποίο δεν έχουν δικαίωμα βέτο. Αρνούνται να αφήσουν την πολιτική τους να υπόκειται σε οποιονδήποτε έλεγχο από άλλα έθνη.

Αυτό το αίτημα υποχρεώνει άλλα έθνη να δημιουργήσουν ένα πλήρες σύστημα διεθνούς δικαίου για την απεξάρτηση από τα όπλα του διεθνούς εμπορίου, των χρηματοοικονομικών και της διπλωματίας. Δεν υπάρχει λύση στο χάος που πρόκειται να δημιουργηθεί εάν οι Ηνωμένες Πολιτείες προσπαθήσουν πράγματι να εξαπολύσουν χερσαία επίθεση στο Ιράν και να καταστρέψουν την ικανότητα εξαγωγής πετρελαίου και τις βασικές υποδομές του, οδηγώντας το Ιράν να ακολουθήσει την υποσχεθείσα απάντησή του για το κλείσιμο ολόκληρου του εμπορίου πετρελαίου των χωρών του ΟΠΕΚ. Δεν υπάρχει διαθέσιμη μέση λύση, δεν μπορούν να επιτευχθούν διαπραγματεύσεις για κατάπαυση του πυρός, δεδομένης της απαίτησης των ΗΠΑ για άνευ όρων παράδοση του Ιράν και της κυριαρχίας του, και της επιμονής του Ιράν να αποσυρθούν οι Ηνωμένες Πολιτείες από τη στρατιωτική τους παρουσία στη Μέση Ανατολή, συμπεριλαμβανομένης της στρατιωτικής τους βάσης στο Ισραήλ ως χώρα και του στρατού-πελάτη των ΗΠΑ, του Ισλαμικού Κράτους/Αλ Κάιντα, που τώρα ελέγχει τη Συρία.

Η μάχη μπορεί να διευθετηθεί μόνο στο πεδίο της μάχης στη Μέση Ανατολή, όπως ακριβώς η μάχη του ΝΑΤΟ εναντίον της Ρωσίας μπορεί να διευθετηθεί μόνο στο πεδίο της μάχης στην Ουκρανία και τη Βαλτική.
